Left Field

Most of what the Council takes up traces back to something — an adopted plan, an audit recommendation, a prior vote. Some of it doesn’t. Those items came from left field, and this is where they land.

Not an accusation — a fielding position. Some of the best ideas come from left field; so do some of the worst. The point isn’t to judge the ball — it’s to let you see it leave the infield.

The test, run against every agenda item

Every item on a Council or committee agenda is checked against two things it might have come from. An item lands in Left Field only when it matches neither:

Why it’s worth watching

A city that only ever acts on its plans is rigid; a city that mostly acts on things no plan anticipated is improvising. Neither number is “good” or “bad” on its own — but a resident should be able to see the ratio, and see which items are unmoored.

The serious version of the joke. Berkeley’s own machinery assumes priorities are set through plans and refreshed through the budget. When an item arrives with no plan behind it and no audit driving it, the stated priority-setting process didn’t produce it — something else did. That’s worth being able to point at, whether the item is trivial or transformative.

Every agenda item has an immediate precursor. You can follow it back — and the Agenda & Rules Committee is the last gate, not the origin:

When the backward probe runs out of lineage before it reaches a plan or an audit, the item is tagged from left field and collected here. The chain itself — who sent it up, and when — stays attached, so you can always see how far the ball actually traveled.
